For the borough to increase its wealth it needs to attract higher earners which will pay higher council taxes but also spend more at the borough’s businesses.

Think big, spend the money to spruce up the town centre and police it to make it more attractive to bigger spenders and change the policy of allocation of your new developments to attract wealthier families.
Network Rail will eventually upgrade the station from a different pot.
