Build a free training facility for the homeless/disadvantaged.

25 million is a substantial amount of money.
Norwich has a noitceably large homeless population that of which seems to be only growing.

Build a training centre for disadvantaged people to learn a craft and get back into the job market.

Through teaching certain crafts , such as chefing, the centre can make money back through running the training like a business.

A charity should be established to further help with the future funding of the project.

Give the people that need it: a trade, a warm meal and free advise. I think this will be more worthwhile to individuals than better transport while making the city a brighter place to live in.
