Improve Cycling and Walking Infrastructure

The City should use its best endeavours to encourage the County as Highways Authority to improve cycling and walking infrastructure in the City. Whatever they decide the City can still play a key role in making the City more Active Travel friendly. Its planning powers can be used to ensure any new developments proactively contribute to providing improved cycle and walking routes and cycle parking and the development of 15 minute neighbourhoods. Its ownership of car parks can be used to influence traffic flows and through the use of differential parking charges help to encourage modal shift and car use outside peak times. An audit of its land holdings can reveal new opportunities for providing new and improved active travel routes through its parks, allotments and car parks etc. The City can use its existing staff or employ a dedicate Active Travel Officer to encourage modal shift and work with local businesses and volunteers to promote active travel.
