I think tourism needs to be the icing on the cake, not the mainstay of the local economy. I would look to invest in attracting manufacturing and office/service based industries to the area. This will require investment in roads, business premises and a good team to promote the area and ‘sell it’ to the wider community.
The knock on effects of a successful business community are jobs and a more affluent population with money to spend in other local business. It also provides a stable 365 day/non-seasonal backbone to promote tourism from.
Other facilities like leisure and schools will also follow as the towns prosperity grows.
