I think the Sovereign Centre is great. It has room for for quite a few more shops but when it rains or when you want to sit down inside and have a bite it is a nice place to be. It is also close to transport. The proposed development seems soulless like many other high streets with few places to sit down and little greenery.
However, the shared surfaces with cars and buses and pedestrians mixed together does not work well; visually impaired and deaf people think it is safe to cross when there is traffic whizzing round the corner.
