Lower rates for independent shops

There is nothing to draw people into the town. Car parking fees are too high and not worth paying when there’s little to visit. Newcastle, being surrounded by a ring road, is small but has the potential to be a charming town with small independent shops offering something different to big shopping centres. More people are shopping online, ordering clothes which they can easily return. However, small independent shops would create something more unique. However, rates need to be low and parking cheap or refundable if buying something. Get the town flourishing again and it will bring money back in. There is so much potential. Get that unfinished building sorted out next to Jubilee 2 swimming pool too. 3 years half finished is not a good look.
