Reinvigorating Dilapidated Public Space

There are so many small (no bigger than a metre or two squared) plots of land in Ipswich that, if given some attention (and money) would make a world of difference to the town. Planting trees, bushes, flowers. Walls for disadvantaged youths to paint street art on. There also a HUGE homeless problem in Ipswich. Investing some of the fund into solving this problem would do a lot to make the high street and other areas of town feel a lot nicer, and an attractive shopping location for out of towners. So much more that could be (and needs to be) done than painted pigs and elephants.
