Renovate the buildings in town that have recently shut down (e.g. New Look etc) to bring in new shops, community centres, restaurants, or community buildings that either a) benefit the community or b) generate profit in order to keep the standard of the town centre up. Doing this will bring more revenue into the town centre (encouraging residents to shop locally rather than travel to Exeter or other nearby towns) and saves money in that the building structure already exists. The new businesses should be encouraged to be environmentally friendly/green wherever possible (ie solar panels) as this is often cheaper in bills for businesses and so will also encourage companies to open up shops in town and also helps to keep Torquay as green and ecological as possible.
New spaces should NOT be built in the town centre while the empty buildings remain so; this is negative for the environment and unnecessary whilst perfectly good structures already exist within the town centre.
