Smaller town centre

As retail across the country is in decline and Boston has quite a large footprint, could there not be a way to make the retail centre smaller by moving some of the shops either with Grant’s or by other means into the town centre more. This would mean the town centre looks more vibrant and full, which in turn will encourage more shoppers. For example move shops from west street into either dolphin lane church street or the market place. West street could then be redeveloped into housing or other community led services or even a resturant area.
