Hereford needs a bypass. Tge traffic is terrible at most times of the day. Junctions also need to be improved as several of them (Sainsbury’s, Barton road) clog up the roads. If the traffic lights were on a 3 way timer this would solve the problem.

Hereford would benefit from roundabouts. I come from a large town (double the size of Hereford city) with 158 thousand population and average journey time is 10-15 minutes across town. Roundabouts keep traffic flowing. In congested areas use lights on the roundabouts during rush hour. Problem solved.
