Designate entire zones of the town centre to be automatically eligible for building upward (e.g. tall buildings with offices, flats, apartments, community developments, shops, bars etc.). Oldham has the population to support greater economy activity but we require a better town centre for this purpose which is unfettered by unnecessary planning restrictions.
